<p>The Development Monitoring and Evaluation Office (<a href="https://dmeo.gov.in/" target="_blank" rel="noopener">DMEO</a>) has invited bids from consultants to evaluate programs under the National Solar Mission of the Ministry of New and Renewable Energy (MNRE).</p>
<p>The last date to submit the bids is February 21, 2022. Bids will be opened on February 22.</p>
<p>DMEO is an attached office of NITI Aayog to fulfill the mandates of monitoring and evaluation assigned to NITI Aayog.</p>
<p><strong>Scope of work</strong></p>
<p>The period of study of the National Solar Mission will be from the financial year 2014-15 to 2020-21. The study&#8217;s objective is to assess the relevance of the programs to the national development plan and sustainable development goals. The consultants need to use qualitative and quantitative tools to evaluate the program&#8217;s relevance, effectiveness, efficiency, sustainability, and impact.</p>
<p><strong>Bid security and financial capacity</strong></p>
<p>The successful bidder will have to submit an amount equal to 3% of the agreement value as a performance security deposit.</p>
<p>The bidder&#8217;s minimum annual turnover should be ₹10 million (~$134,353) during each of the last three financial years. For evaluation, applicants having comparatively larger revenues from professional fees would be given added weightage.</p>
<p>In case of delay in completion of services, liquidated damages not exceeding an amount equal to 1% of the agreement value per week, subject to a maximum of 10% of the agreement value, will be imposed and recovered by the appropriation of the performance security deposit.</p>
<p><strong>Eligibility</strong></p>
<p>The applicant should be a local entity as per the applicable laws to participate in the bidding process. Individuals are not allowed to participate in this tender. The applicant should have in the last six years undertaken three eligible assignments</p>
<p>No applicant or its associate should submit more than one application for the consultancy. An applicant applying individually or as an associate should not be entitled to submit another application either individually or as a member of any consortium, as the case may be.</p>
<p>The applicants should be responsible for all costs associated with preparing their proposals and participation in the selection process, including subsequent negotiation and visits to the authority.</p>
<p>The applicant should have successfully executed a solar energy-related study in India covering a sample size of 250 respondents or conducted an evaluation study in the energy sector in India covering a sample size of 250 respondents, provided that the assignments have been completed in six financial years preceding the proposal due date and are currently ongoing.</p>
<p>Also, the applicant firm claiming credit for an eligible assignment should have received a professional fee of at least ₹2.5 million (~$33,538) for such an assignment before the proposal due date. He should have completed the relevant assignment before the project development due date.</p>
<p>Last August, MNRE <a href="https://mercomindia.com/mnre-invites-eoi-consultants-ultra-mega-projects/" target="_blank" rel="noopener">issued</a> an expression of interest from consultants to evaluate the program to develop solar parks and ultra mega solar power projects.</p>
