<p>REC Power Development and Consultancy Limited (<a href="https://www.recpdcl.in/" target="_blank" rel="noopener">RECPDCL</a>) has issued global tenders to build two interstate transmission (ISTS) projects on a build, own, operate, and transfer basis to evacuate 21.5 GW of renewable energy.</p>
<p>The two ISTS projects to be developed include 20 GW of renewable energy from the renewable energy zone in Rajasthan and 1.5 GW of solar power from the Solar Energy Zone in Gadag, Karnataka.</p>
<p>The last date to submit bids for both tenders is April 18, 2022. Bids will be opened on the same day. The last date for seeking clarification is March 2.</p>
<p>Bidders can get the tender document for each transmission project for a non-refundable fee of ₹500,000 (~$6,663) plus Goods and Services Tax (GST).</p>
<p>The scope of work includes survey, detailed project report, formulation, arrangement of finance, project management, design, engineering, equipment, material, construction, erection, testing, and commissioning of inter-state transmission projects.</p>
<p>The projects should be completed within 18 months from the effective date. If the successful bidder fails to commission projects in time, liquidated damages will be levied at 3.33% of the monthly transmission charges applicable for the project for each day of delay up to 60 days. Thereafter, at the rate of 5% of the monthly transmission charges for such delay.</p>
<p><strong>Transmission project for the renewable energy zone in Rajasthan</strong></p>
<p><strong> </strong>The tender to develop a transmission project to evacuate 20 GW of renewable energy from the renewable energy zone of Rajasthan is under Phase -III Part F.</p>

<p>As a bid bond, bidders should submit ₹384 million (~$5.11 million). The successful bidder needs to submit ₹960 million (~$12.79 million) as a performance bank guarantee within ten days from the date of issue of the letter of intent.</p>
<p>o participate in the competitive bidding process, bidders should have experience developing projects in the infrastructure sector with a total capital expenditure not less than ₹19.2 billion (~$255.92 million) in the last five financial years. Also, the capital expenditure of each project should not be less than ₹3.84 billion (~$51.18 million).</p>
<p>Alternatively, the bidder must have experience in the construction of projects for the infrastructure sector. The technically evaluated entity should have received an aggregated payment of an amount not less than ₹19.2 billion (~$255.92 million) in the last five financial years. Also, the payment received from each project must not be less than ₹3.84 billion (~$51.18 million).</p>
<p>The technically evaluated entity may be the bidding company or the lead member of a consortium or an affiliate or parent of such bidding company or the lead member.</p>
<p>Bidders’ net worth must not be less than ₹7.68 billion (~$102.33 million) in any of the last three financial years. Furthermore, their net worth should not be negative in any of the last three financial years.</p>
<p><strong>Transmission project for solar energy zone in Gadag, Karnataka</strong></p>
<p>The tender issued to develop a transmission project to evacuate 1.5 GW of solar power from the Solar Energy Zone in Gadag, Karnataka, is under Part – A Phase – II.</p>

<p>Bidders must submit a bid bond of ₹24 million (~$319,806). The successful bidder needs to submit ₹60 million (~$799,722) as a performance bank guarantee within ten days from the date of issue of the letter of intent.</p>
<p>Bidders should have experience developing projects in the infrastructure sector with a total capital expenditure not less than ₹5 billion (~$66.6 million) in the last five financial years. Also, the capital expenditure of each project should not be less than ₹1 billion (~$13.32 million).</p>
<p>Alternatively, the bidder must have experience in the construction of projects in the infrastructure sector. In the last five financial years, the technically evaluated entity should have received a cumulative payment of not less than ₹5 billion (~$66.6 million). Also, the payment received from each project must not be less than ₹1 billion (~$13.32 million).</p>
<p>The net worth of bidders must not be less than ₹2.5 billion (~$33.31 million) in any of the last three financial years. Furthermore, their net worth should not be negative in any of the last three financial years.</p>
<p>Earlier this month, PFC Consulting, a wholly-owned subsidiary of Power Finance Corporation, <a href="https://mercomindia.com/bids-interstate-transmission-system-evacuate-40-gw-renewables/" target="_blank" rel="noopener">invited</a> bids to develop an interstate transmission system to evacuate 40 GW of power from the renewable energy zones in Rajasthan.</p>
