<p><a href="https://ballari.nic.in/en/public-utility/city-corporation-ballari/" target="_blank" rel="noopener">Ballari City Corporation</a> has issued a consultancy tender to develop a 10 MW grid-connected ground-mounted solar project in Ballari, Karnataka.</p>
<p>The overall scope of work involves end-to-end support, i.e., from concept to commissioning and subsequent project performance monitoring,  and support in the project&#8217;s preparation, coordination, and implementation, including technical, financial, and regulatory matters. The bidders must prepare a detailed project report, manage the bid process, provide project management consultancy, and monitor project performance.</p>
<p>The project&#8217;s estimated cost is ₹7 million (~$91,822).</p>
<p>The last day to submit the bids is April 4, 2022. The bids will be opened on April 6.</p>
<p>Bidders must furnish ₹140,500 (~$1,843) as earnest money deposit. Successful bidders must submit 5% of the contract value as a performance bank guarantee.</p>
<p>Bidders must have a minimum annual turnover of ₹14 million (~$183,695) in any two years of the last five financial years. They must also submit a certified turnover certificate issued by the chartered accountant with a unique document identification number.</p>
<p>As a prime consultant, bidders must have satisfactorily completed at least one similar work for a project up to 5 MW for any state or central public sector undertakings, departments, boards, corporations, or companies in any of the following capacities. The contract value of the previous work should not be less than ₹3 million(~$39,363).</p>
<p>The detailed project report must be submitted within 15 days from the issue of the letter of award (LoA).</p>
<p>Bidders must provide project performance monitoring service for one year from commissioning the project. However, the project performance monitoring service may be extended for additional years with an escalation of 5.72% yearly.</p>
<p>During the contract period, if there is a change in scope not attributable to the project management contract, which increases or decreases the project cost beyond 10%, the consultancy fee will be increased appropriately.</p>
<p>If the bidder fails to submit the final estimation, request for proposal, and draft concessionaire agreement within the defined timelines, a sum equivalent to 0.1 % of the total consultancy fee will be deducted for each day of delay until actual submission. The maximum deduction is 3% of the total consultancy fee payable. Once the sum of such penalties reaches the maximum of 3% of the total consultancy fee payable, the contract might be terminated.</p>
<p>According to Mercom&#8217;s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener">India Solar Tender Tracker</a>, 1.07 GW of consultancy tenders have been floated by various agencies in Karnataka.</p>
