The Energy Efficiency Services Limited (EESL) has issued a tender for 20 MW of grid-connected rooftop solar photovoltaic (PV) power projects. These rooftop systems will be installed atop various buildings in Andhra Pradesh.

According to the tender document, the systems will be installed under the RESCO model. The solar project capacities have been divided into three packages.

Under package 1, the maximum capacity to be offered is 8 MW, 10 MW under package II, and 2 MW under package III. However, the capacity offered under each package may vary depending on the open roof area, states the tender document.

The last day for the submission of bids is March 18, 2020. Interested bidders need to submit an earnest money deposit (EMD) according to the respective package. For package-1, the bidders need to submit a sum of ₹915,2000 (~$124,112), ₹10.4million (~$141,036) for package-II, and  ₹1.94 million (~$26,308) for package III.

The scope of work includes the design, engineering, supply, construction, erection, testing, commissioning, and operation and maintenance of the rooftop power projects on a turnkey basis.

The successful bidder will be responsible for the supply of solar PV modules consisting of the required number of crystalline PV modules, a grid-interactive power conditioning unit with remote monitoring structures, and a comprehensive onsite maintenance warranty for 25 years.

As far as the technical specifications and standards for solar PV modules are concerned, all the components must match the Indian Standard or International Electrotechnical Commission (IEC) standard.

According to the EESL, PV modules containing silicon must be used. Each of these modules must be rated for a minimum of 325 W with 72 cells. The efficiency of the PV modules should be a minimum of 16%, and the fill factor should be more than 75%. The PV modules should be supplied with a suitable aluminum frame.

Previously, EESL issued a tender to procure 100 MW of solar modules (325W and above) for the state of Maharashtra. As reported previously by Mercom, the EESL had floated a tender to install 100 MW of solar power generating systems in Maharashtra in June 2019.

Recently, it also floated an invitation for bids to construct power evacuation bays and transmission lines for nearly 300 MW of solar projects in the state of Maharashtra.

EESL is a joint venture of the public-sector units of the Ministry of Power and the Government of India.
